The STUCK tour culminated 4 months ago with the Step Forward for Orphans March in Washington, DC, on May 18. The tour became a social phenomenon, and the possibilities to distribute our message—KIDS DESERVE A FAMILY—continue to grow. For those who were part of it, you understand the tour was much more than a roll out of a film: STUCK created community bonding experiences and formed a loud and provocative voice for kids who need and deserve a family.
Our voice has been heard!
Tomorrow, Senator Mary Landrieu will introduce a significant piece of legislation. It’s called Children in Families First or CHIFF.
CHIFF will do three main things.
First, it creates something currently lacking: a prominent and empowered office in the Department of State for vulnerable children and family security. This office will serve as an advocate for desperate children in other countries by focusing on their protection through permanent families. International adoption, as one of the permanent solutions available for unparented children, will be a prominent part of the approach, which will also include family preservation, reunification and kinship or domestic adoption.
Second, CHIFF addresses many of the problems with how the United States processes international adoption cases. Instead of being a roadblock, it will make U.S. government agencies facilitators for families seeking to adopt overseas. They will be tasked to work with other governments on streamlining the process and shortening the waiting period as much as possible.
Third, the legislation will give the Department of State a powerful tool to gain the support of other countries. CHIFF directs that a portion of our generous foreign aid on behalf of children be spent on protecting families.
I hope this noble effort on behalf of our most vulnerable children will attract more support and your involvement.
